Russell Township Council has approved a new Tree Removal and Replacement Policy while deciding not to move forward with an Urban Tree By-law at this time.
The decision was made during the October 27 council meeting. The new policy establishes the guidelines for replacing trees removed on Township property. Under the policy, any tree that must be removed will be replaced according to a set ratio, with the replacement trees planted either in the same year or the following spring if the removal occurs after October 1. Township staff say this approach ensures that municipal tree cover is maintained and that Russell sets an example for environmental stewardship.
“By implementing this policy, the Township will be leading by example,” stated the report, emphasizing that the policy supports the municipality’s environmental and sustainability goals while offering a practical framework for managing tree removal and replacement.
The Environmental and Sustainability Advisory Committee reviewed the proposed policy during its June meeting and expressed strong support for the initiative. The committee also discussed a simplified draft version of the Urban Tree By-law but ultimately backed the version that was previously presented to Council.
Based on that feedback, administration recommended that Council focus efforts on implementing the new tree replacement policy, expanding the Township’s tree planting program, and promoting public education rather than proceeding with an Urban Tree By-law at this stage.
According to the report, this approach will enable the Township to increase canopy coverage through direct planting efforts and by encouraging residents to adopt best practices for tree care on private property. Public education campaigns will be launched through the Township’s social media channels and community outreach initiatives.
The report also notes that in May 2025, Council previously discussed possible revisions to the Urban Tree By-law. While there was general support for stronger environmental protection, Council expressed a preference for a policy-based approach over new regulations, emphasizing collaboration and awareness rather than enforcement.
Council’s decision aligns with the Township’s Strategic Plan goal to enhance environmental sustainability and improve the overall quality of life for residents through greener, more resilient communities.
