Russell council approves housing-enabling core services funding agreement

At its Monday, May 26 meeting, Russell Township Council approved a by-law authorizing an agreement with the Ministry of Infrastructure to secure funding under the Housing-Enabling Core Services (HECS) program. The agreement aims to support critical infrastructure improvements aimed at enabling future residential development. 

The approved funding will contribute to the enhancement of four key intersections along Route 300, which are essential to improving traffic flow and supporting housing growth in the region. 

The total eligible cost for the intersection improvements is estimated at $12,687,500. Under the HECS funding agreement, the Ministry of Infrastructure will cover half of eligible expenses, up to a maximum of $6,343,750. 

Additionally, the United Counties of Prescott and Russell will co-fund one portion of the project. Specifically, the intersection of Route 300 and St-Guillaume Road will be financed at 66 per cent by the Counties, reflecting a regional collaboration to address shared infrastructure needs. 

The Township submitted a funding application in October 2024 while the approval for the grant was received in February 2025, and one of the initial conditions of the funding is the execution of a formal agreement with the Ministry of Infrastructure. 

This step, now approved by Council, allows the Township to move forward with planning and implementation. 

Project Scope 

The project includes safety and efficiency improvements at four intersections along Route 300, though specific engineering details will be finalized as the project proceeds. These improvements are intended to accommodate current traffic demands and future growth as the Township expands its housing supply. 

With the funding agreement authorized, the Township will now proceed with execution and project coordination. Further updates will be provided as design and construction timelines are developed.
