Ontario Provincial Police officers continue to enforce impaired driving laws through RIDE programs and roadside checks across the region, reminding motorists of the serious penalties associated with impaired driving and refusal offences.

Three motorists charged with impaired driving in Russell County

Members of the Russell County Detachment of the Ontario Provincial Police (OPP) have laid impaired driving–related charges against three motorists following separate incidents over a four-day period in mid-December. 

The first incident occurred on Friday, December 12, at approximately 12:45 a.m., when officers were conducting a RIDE check. A vehicle was stopped, and during the investigation, an Approved Screening Device (ASD) was administered. The driver failed the roadside test and was transported to the OPP detachment for further testing. 

As a result of the investigation, Joshua Lloyd-Hamilton, 37, of Curran, Ontario, was charged with operation while impaired with a blood alcohol concentration of 80 plus. 

The driver received a 90-day driver’s licence suspension, and the vehicle was impounded for seven days. Lloyd-Hamilton is scheduled to appear in the Ontario Court of Justice in L’Orignal on January 14, 2026. 

The second incident took place on Saturday, December 13, at approximately 4:38 a.m., when officers responded to a reported two-vehicle collision on County Road 17 in Clarence-Rockland. Upon arrival, officers demanded a breath sample from one of the drivers using an ASD. The driver failed to provide a sufficient sample. 

Following the investigation, Franck Juvenal, 34, of Laval, Quebec, was charged with failure or refusal to comply with demand. 

The motorist also received a 90-day licence suspension and had their vehicle impounded for seven days. Juvenal is scheduled to appear in court in L’Orignal on January 28, 2026. 

The third incident occurred on Monday, December 15, at approximately 4:04 a.m., when officers responded to reports of a vehicle in a snowbank on eastbound Highway 417. During the investigation, an ASD was administered, and the driver failed the roadside test. Further testing was attempted at the detachment, but the driver refused to comply. 

As a result, Cedrik Pierre-Louis, 26, of Gloucester, Ontario, was charged with operation while impaired and failure or refusal to comply with demand. 

The driver received a 90-day licence suspension, and the vehicle was impounded for seven days. Pierre-Louis is scheduled to appear in court in L’Orignal on January 14, 2026. 

The Ontario Provincial Police remind motorists that refusing or failing to provide a breath sample carries the same penalties as impaired driving if convicted, and encourage the public to plan ahead and make safe choices when consuming alcohol.
