The Township of Russell and The Nation Municipality have officially launched a Class Environmental Assessment (Class EA) study for a proposed consolidated mechanical wastewater treatment plant that would serve the communities of Embrun, Russell and Limoges.
The announcement was made through a public notice issued on April 16, outlining plans for a new regional wastewater treatment system intended to support future population growth and improve long-term servicing capacity.
According to the municipalities, the study builds on a recently completed Master Plan by Russell Township, which concluded that the existing lagoon-based wastewater treatment systems in Embrun and Russell will eventually be unable to meet the demands of anticipated growth while maintaining high-quality effluent standards.
The Nation Municipality also examined the possibility of connecting Limoges to the regional system because of the village’s proximity to Russell Township. The preliminary preferred option identified through The Nation’s own planning process is to partner with Russell Township on the construction of a shared mechanical wastewater treatment plant.
Municipal officials say the proposed facility would provide a more reliable and efficient wastewater treatment system through a regional servicing approach.
Environmental assessment underway
The study will follow the requirements of a Schedule “C” Municipal Class Environmental Assessment process under Ontario’s Environmental Assessment Act.
As part of the process, the municipalities and consulting firm CIMA+ will evaluate possible locations and design concepts for the future plant. Officials say the preferred option will aim to minimize technical, environmental, social and economic impacts.
Public consultation will form a major component of the study. Two Public Information Centres (PICs) are planned to gather community feedback and provide updates on the project.
Notices regarding the meetings will be published in local newspapers, on the websites of Township of Russell and The Nation Municipality, as well as on municipal social media channels.
